Areas and Districts

There are currently twenty-six Residential Permit Parking areas.  If your street is located in a permit parking zoned area you may be eligible to purchase a permit decal for your vehicle(s) and or a visitor's pass for your visitor, some restrictions may apply.  The cost of the permit decal is twenty dollars and the visitor pass is one dollar.

How to Purchase a Pass

To purchase a permit decal or visitor pass you must show proof of residence.  The following documents are required to purchase a permit:

(1) Proof of Residency

a. Current lease with name and address on it and signed by tenant and landlord or,
b. Current utility bill (except a water bill) with your name and address on it  (unpaid) or,
c. Notarized letter from landlord with name and address on it or
d. Sublease needs a notarized letter from your landlord stating that you live there and who has moved out.

(2) Proof of Car Ownership

a. Current car registration; owner's name must be yours or relative (same last name).
(Out of state registration accepted)

If your car is registered in a relative's name different from yours, you will need a notarized letter from the owner, advising your name and relationship and stating that you have exclusive use of the vehicle.

(3) Driver's License

Current and valid Driver's License or Learner's Permit
(Out of State Driver's License Accepted).

(4) Forms of Payment

Check, cash, money order, Visa or Master Card.

Residential Permit Parking Program Designation Process:

The Department of City Planning in conjunction with Department of Public Works and Engineering and Construction is responsible for all preliminary planning for initiating the Residential Permit Parking Program in a neighborhood.  A neighborhood group can petition Permit Parking designation.  The Department of City Planning is responsible for conducting and analyzing all parking surveys which wants to be designated as a Permit Parking area.  The product of these surveys is a report to the City Planning commission detailing the results of the parking survey, and an analysis of whether the mandated criteria for program area designation are met.

About the Program

The program began in 1981 after many residents complained they were forced to park in distant or unsafe areas due to parking congestion in business districts.  Parking surveys suggested that the parking congestion could be directly attributed to commuters and other non- residents who saturated residential neighborhoods with their parked vehicles while they worked at nearby hospitals, commercial districts, and universities.

Therefore, the Residential Permit Parking program was designed to free up on-street parking for neighborhood residents by preventing all day commuters parking on residential streets.  As was the case then, as well as now, the program was designed to force those folks to take public transportation or park in the nearby parking facilities.

Thus, with the implementation of the Residential Permit Parking program, and a vigorous enforcement program, the problem of commuter and nonresident parking in all the existing program areas have been considerably ameliorated.

Residential Parking Permit Program Office Hours

  • The hours of operations for the Residential Permit Parking Program are Monday - Friday, 8:30 a.m. - 4:00 p.m.
  • We are located at the Pittsburgh Parking Authority, 232 Boulevard of the Allies, Pittsburgh, PA 15222 between Wood & Market Streets downtown, or across the street on the Boulevard from Point Park University.

Replacing Permits/New Car Information

Note: You must return your old permit along with the new car registration. Temporary registrations are acceptable (pink slip).

  • If you scrape off the permit and return it to the Pittsburgh Parking Authority, your permit will be free.
  • If you do not scrape off your permit, and your license place number is the same, there is a $5.00 replacement fee.
  • If you do not scrape off your permit and your license plate number is different you need a notorized letter stating that you did not scrape off your permit and there is a $5.00 replacement fee.

In all instances you must present your new car registration.

Replacement of Visitor's Pass

If you lose your visitor’s pass you must write a letter and submit it to the Parking Authority stating that you lost your visitor’s pass and you must have the letter notarized.

If a previous tenant had a visitor’s pass and it is still valid, you must write a letter and submit it to the Parking Authority, stating that the previous tenant did not leave the visitor’s pass in the apartment or house. You must have the letter notarized.

In all instances you must pay a $1.00 replacement fee.”
