For
over one hundred years state law has recognized veterans' skills and
service by awarding them a preference in government hiring. Because
the application of veteran's preference has legally changed over time,
we present the following update information to prospective applicants
and current City of Pittsburgh employees.
Who is eligible for the preference?
Applicants honorably discharged from
their full-time military commitments. Reservists and national
guard members earn eligibility when they complete their full-time
training and are honorably discharged from their part-time
service obligations. In both cases, applicants must be honorably
discharged prior to the Civil Service examination date.
Spouses of deceased or disabled veterans are also
eligible for the bonus.
What positions invoke the ten-point bonus?
The City awards the bonus to applicants
for entry-level competitive positions, including police officer
recruit, firefighter recruit, and clerical positions.
The Pennsylvania Supreme Court has recently ruled
that applying the bonus to promotions is unconstitutional.
Must an applicant pass the Civil Service examination
to earn the points?
Yes. The veteran's preference law requires
applicants to be qualified for a job before they earn the preference.
Civil Service examinations determine if one is qualified for a position.
How does one apply for preference?
By filling in the application section
on military information and submitting an original DD-214 to prove
military service and honorable discharge.
Spouses of deceased or disabled veterans must complete
the application section on military service and present the spouse's
original DD-214, an original marriage certificate, and proof of
the spouse's disability or death.
