Equipment Leasing Authority (ELA)
Function: The ELA was incorporated in 1980 to serve as a financing vehicle by which equipment is leased by the Authority to the City. City rental payments made pursuant to such leases are used to pay debt service on Leasing Authority bonds. All Leasing Authority bonds were retired as of September 1, 1997. Members of the Leasing Authority include: a member of senior staff in the Office of the Mayor, the Directors of the Departments of General Services and the Department of Finance, one member of City Council and one individual designated by City Council.
