ACTION TO BE TAKEN BEFORE OPENING OR SELECTION OF A PROFESSIONAL SERVICE FIRM
City of Pittsburgh
- Advertise all bids and RFP’S in local newspapers
- All bids and RFP’S should note the City of Pittsburgh’s goal and “Good faith effort” policy and include “Exhibit B” in all bid proposals
- Solicitation of available and qualified MBE/WBE’S for all bids and RFP’S
- Supply prospective bidders with MBE/WBE listings for all areas of work and supplies
- Schedule mandated pre-bid meetings
Prospective Contract Awardees
- Solicit MBE/WBE’S for all areas open for Subcontractor/suppliers
- Make firm commitments before submittal of bid proposals
- Attend scheduled pre-bid meetings
- Correctly complete and submit “Exhibit B”
ACTION TO BE TAKEN AFTER THE SELECTION OF APPARENT LOW BIDDER OR PROFESSIONAL SERVICE FIRM
Prospective Contract Awardees
- Review of “Exhibit B” to ensure MBE/WBE’S listed were solicited and verify commitments
- Review contractor’s history of MBE/WBE inclusion of previous City Contracts
- Verify legitimacy of MBE/WBE firms
- Review selection process for professional service contracts
ACTION TO BE TAKEN AFTER CONTRACT IS AWARDED
City of Pittsburgh
- Furnish contractor with MBE/WBE utilization form for mandatory monthly reporting
- Resolve any problems that may arise between prime contractor and MBE/WBE
- Keep Journal of Contract Activities
- Schedule site visits to ensure actual MBE/WBE involvement
Contractor
- Submit List of all suppliers and/or sub-contractors
- Submit work schedule
- Submit monthly MBE/WBE Utilization Reports and include copies of invoices and cancelled checks
- Immediately notify MBE/WBE with any concerns regarding MBE/WBE contracts and follow-up in writing
- If a problem is encountered with MBE/WBE client which proves not reconcilable replace that contractor with another MBE/WBE client
- Continue “Good faith efforts” throughout length of the contract
