A large part of our time is directed towards contract compliance. We ensure that both the City and the hired contractor fulfill their parts of EORC related agreements. Compliance is monitored and enforced by:
Reporting on Contracts Reviewed
EORC will develop a report of prime contractors that do not submit minority- and women-owned business plans for hiring consideration and on EORC activity for a contracting period. The report will include the contractor’s hiring and payment goals as stated in their plans, and an analysis of whether or not those goals were met. Compliance hearings will be held quarterly for those contractors that are not meeting EORC standards.
Contract Review Specialist
The Contract Review Specialist monitors the City of Pittsburgh’s contracts by sending a quarterly utilization sheet to every contractor that has a current contract with the City of Pittsburgh.
The quarterly utilization sheets are matched against the records of the contract from the City Controller’s office. The quarterly utilization sheets are used to monitor the progression of the contracts between the City of Pittsburgh and the contractor.
Audit and Inspection Specialist
The Audit and Inspection Specialist performs professional recordkeeping and fiscal control work (e.g. auditing contracts for compliance, preparing internal and external reports, reconciling accounts payable and receivable, tracking inventory, etc) of the EORC.
Site Visitation and Reporting
EORC visits sites that involve City contracts, performs accounting for minorities and women hired as a direct result of a City contract, and reconciles payroll information to verify that the new hires are a result of a specific City contract.
Sub-Contractors Meetings
To avoid problems on or before a construction contract is completed, EORC coordinates periodic meetings between the EORC participant and the primary contractor.
City of Pittsburgh’s Department of Public Works - Bureau of Transportation and Engineering
Meetings with the Bureau of Engineering in the Department of Public Works is designed to facilitate a strong communication network so that EORC is aware of necessary updates or changes related to Bureau of Engineering’s role in construction contracts. We also make ourselves available for assistance in relation to the participation as a subcontractor or an EORC member being awarded the contract.
