Legislation: Term 2010

  • (2010-0005, ordinance) - On February 2, 2010, the City of Pittsburgh enacted a prevailing wage for city employees who are contracted to work within building service and food service jobs that are receiving subsidies by the City of Pittsburgh to be required to pay those employees a prevailing wage. These employees include building service, food service, grocery, and hotel employees. A prevailing wage would equal the statistical average of all wages for the specified jobs in question. In December, Mayor Luke Ravenstahl vetoed the original version of the bill. He refused to sign the amended version, but allowed it to become law.
  • (2010-0009, ordinance) - Created on January 12 of this year, the ordinance amending the Citywide Policy Against Domestic Violence went into enactment on May 11, 2010. According to the legislation, "Because the City’s zero tolerance policy for domestic violence within its own ranks extends to all City employees, Mayor Luke Ravenstahl has proposed enacting a similar ordinance aimed at covering the remainder of the City’s workforce." The policy strives to take a proactive approach to domestic violence with an emphasis on victim safety. Components used for the Citywide Policy against Domestic Violence include; prevention and training, early warning and intervention, Domestic Violence Review Board, disciplinary action, and severability.   • (2010-0248, ordinance) - City parking fines were set to increase on May 25, 2010. Motorists who are ticketed for illegal parking will see an increased ticket from $15 to $25. Rates have increased under general parking regulations including parking meters, off-street parking, and residential permit parking areas. Parking fines have not been raised in nearly two decades, while inflation has nearly doubled; parking tickets have remained the same. The argument is that the cost of a parking ticket downtown is currently lower than the cost to legally park in a garage. The proceeds collected by higher tickets are currently being funneled into a general fund that will be used to close the gap on the pension fund that risks a state takeover by the end of the year. Council also argues that the only people who will be affected will be those who are parked illegally.
  • (2010-0427, ordinance) - An Ordinance amending the City Code at Title Seven, by adding a new Chapter, towing business licensing setting forth requirements for towing business registration, tow truck driver registration and general requirements related to non-consensual towing of vehicles within the City of Pittsburgh, by adding language at Section 2 to make the legislation effective 60 days after enactment.
  • (2010-0500, ordinance) - It is the purpose of this legislation to permit and encourage sidewalk cafes in the City of Pittsburgh neighborhoods, as a way of providing vibrant enhancements to pedestrian-oriented business districts. This amendment strives to provide a pleasant dining experience, ensure adequate passing space and unobstructed access by police and emergency personnel, ensure comfort, safety, and welfare of disabled persons, attract business, and streamline the application process for sidewalk cafes.
  • (2010-0567, in standing committee) - "Clean Water Act of 2010", sections have been amended to the Code of Ordinances of the City of Pittsburgh of the existing stormwater management requirements to provide more protective stormwater volume reduction standards and Low Impact Development (LID) strategies for planning and construction of publicly funded development and publicly funded redevelopment projects.
  • (2010-0568, in standing committee) - Adding language regarding the updating of new parts for older construction vehicles at City subsidized projects. The purpose is to minimize human exposure and health risks from diesel particulate emissions and to reduce the health costs, missed school days, lost worker productivity and premature mortality linked to exposure to diesel particulate matter (PM) and other diesel pollutants.
  • (2010-0711, ordinance) - Ordinance amending the Pittsburgh City Code, Title Six: Conduct, Article VI: Citizen Police Review Board. One of the aims of the amendment is to clarify and define the difference between a vacancy (whenever a board member suddenly leaves their position due to death, a move out of the city, or other unforeseen circumstance) and expiration (when a board member’s term expires). It also provides a more detailed timeline and guidelines for the appointment/reappointment process of board members. The amendment defines what happens in the event of inaction on behalf of the Mayor or Council in electing members—should either one fail to follow their end of the process, the other one reserves the right to make appointments at their discretion. Another important issue addressed is clarification on how the current board will be reconstituted, which differs from the procedure to be followed in the future in that the proposed timeline is circumvented in order to immediately fill the expired terms.

Neighborhoods

Council District 6 includes the Hill District, Downtown, Uptown, the Strip District, Manchester, Central Northside, California-Kirkbride, and Allegheny West, as well as parts of West Oakland, South Oakland, and Fineview.

Standing Committee Assignment

Councilman Lavelle serves as the Chairperson for the Committee on Urban Recreation.

The Committee on Urban Recreation has charge of and jurisdiction over all ordinances, resolutions, bills or papers pertaining to:

  • Department of Parks and Recreation
  • Greenways
  • Libraries
  • Park Programming
  • Recreation Facilities Maintenance
  • Senior Centers, Programming and Advisory Council
  • Special Events
  • Trails
  • Youth Policy

All communications or matters to be brought forward to Council from any of the City authorities shall be directed to the respective Council Member serving on the authority's governing body.
