Commercial Building Permits

General Forms

  • Building Permit Application Form (BPA-1)BPA-1 is a required form which provides General Building Information to BBI, and must be submitted to the Engineering Counter at the time of application.
  • Plan Submittal Checklist (PSC-1)PSC-1 is a required form which is to be completed by the professional of record. The PSC-1 form demonstrates to the Code Official that relevant code information has been addressed in the construction document package.

Thursday Small Commercial Plan Examination

Small Commercial Plan Review Instructions (SCPRI)The Bureau of Building Inspection accepts appointments for walk-through permitting of small commercial projects, which are described in drawing sets not exceeding 15 sheets. The appointments are available on Thursdays only, and are required to be attended by the Professional of Record, (a PA Registered Architect or PA Licensed Engineer.) Other forms listed on this page must accompany the drawings, and those forms are described on the SCPRI.

Third Party Agency Commercial Plan Examination

  • Third Party Agency Plan Review Procedures (TPAPRP)The Bureau of Building Inspection now accepts drawings that have been reviewed by a BBI registered TPA. Any commercial building permit application that does not require a certificate of occupancy is eligible for TPA Review; any project involving a change of occupancy or a new occupancy does not qualify. The procedures for TPA review are contained on TPAPRP.
  • Third Party Agency Registration Instructions (TPARI)For a Third Party Agency to perform Plan Reviews, the TPA must first become an approved registered TPA with The Bureau of Building Inspection. Eligibility and instructions for becoming a registered TPA reviewer are contained on TPARI.
  • Application for Third Party Agency Registration (TPAAPP)Application for a Third Party Agency to become recognized as an approved City of Pittsburgh, BBI TPA.
  • Application for Independent Review (TPAREV)This form must accompany an application for a building permit so as to inform BBI of the applicant’s intention to pursue a TPA Review.
  • Third Party Agency Compliance Statement (TPACS)This form must accompany the (2) TPA approved drawing sets that are submitted to BBI for permitting. TPACS certifies that the drawings are in compliance with BBI’s adopted building codes.


Residential Building Permits

Residential Building Permit Application Form (RBP) - RBP is a required form which provides General Building and Owner Information to BBI, and must be submitted to the Engineering Counter at the time of application.

Deck Worksheet (DW1)DW1 is a supplemental form which can be submitted to BBI in lieu of specific structural information regarding the erection of an elevated wood deck accessory to a single family dwelling.


Special Inspector Forms

  • Instructions to Special Inspectors (INSTSI) – INSTSI is a list of procedures which are to be followed by the person performing supplemental Special Inspections as required by the Code.
  • Special Inspectors Requirements (SIREQ) – SIREQ is a required form which identifies all aspects of a project which will require Special Inspections. SIREQ is only needed when one of the categories listed are part of a project’s scope of work.
  • Special Inspector’s Initial Report (SIINI) – SIINI is a required form which documents the Special Inspector’s specific responsibilities to a project as they relate to a Section 1704 of the 2006 IBC.
  • Special Inspector’s Final Report (SIFIN) – SIFIN is a required form that serves as a compliance statement by Special Inspector, certifying a particular project’s adherence to the Building Code.


Board of Appeals

Board of Appeals Application (BOAAPP)Under the provisions of the Pennsylvania Uniform Construction Code, an applicant may be heard by a Board of Appeals if

  • The true intent of the act or Uniform Construction Code was incorrectly interpreted.
  • The provisions of the act do not apply.
  • An equivalent form of construction is to be used.

If a project meets one of the above criteria, the applicant may pursue a variance by completing a BOAAPP form, and appearing before the Board on an assigned hearing date.
