HOW TO OBTAIN A LICENSE FOR
TOWING VEHICLES FROM NON-RESIDENTIAL PARKING SPACES

LICENSE REQUIRED:

The City of Pittsburgh Code requires that the operator of a non-residential parking place secure an annual Towing Permit before towing unauthorized vehicles from the location.  This ordinance does not apply to public streets, residential parking areas, abandoned vehicles, or lots that are attended or have physical barriers.  The complete regulation may be found in the Pittsburgh Code, Title 7, Section 763.

HOW TO APPLY:

Obtain an application from the Bureau of Building Inspection, Permit & License Counter, located at:

Complete the application and return it to the Permit & License Counter.  A check or money order in the amount of the license fee is required.  Cash is not accepted.

By Mail:  Download the License Application.  You will need the Adobe Acrobat Reader© to view or print the form. 

Once downloaded, print the application, fill it out completely, and mail it and all other relevant materials listed under "What To Bring With You" and "Fee" below to:

INSPECTION REQUIRED: 

Once the completed application is received, an inspector will visit the site to check for compliance with applicable regulations.  These regulations include those in the City Code as well as PennDOT signage regulations.  The signage regulations are summarized below but the complete version may be found in PA Code Sections 217.1, et seq.

ISSUANCE OF PERMIT: 

The inspector will inform you of any work needed to bring the site into compliance.  Once any violations are corrected, the license will be issued and a copy mailed to the address listed on the application.

DURATION OF LICENSE: 

A towing license is valid for one year and must be renewed each year.  The license year is from November 1st to October 31st which coinsides with the City of Pittsburgh parking lot license.
