Demolition Permit  

Building ImplosionWhen You Need A Demolition Permit:

A Demolition Permit must be obtained prior to the removal or demolition of any building, structure, or part thereof.

How To Obtain a Demolition Permit:

An application for a demolition permit must be made by a contractor licensed by the City of Pittsburgh unless the work is being performed by the owner and no employees are used.  All demolition applications must be made in person.  There is a 15-day waiting period before the permit can be issued.

To apply for a demolition permit, start at the License & Cashier Counter on the 3rd floor of 200 Ross Street, Pittsburgh, PA  15219. 

Step 1 - If the structure has been designated historic by the City, the owner must obtain a Certificate of Appropriateness from the Historic Review Commission in City Planning before an application can be started.
Step 2 - Obtain an Application for Demolition Permit and an Asbestos Abatement form at BBI.
Step 3 - Pay for the permit at the License & Cashier Counter.  The check will not be processed until after the 15-day waiting period.
Step 4 - Post the "Notice of Intent to Demolish" on the front of the structure.
Step 5 - Complete the Asbestos Abatement form and send to the Allegheny County Health Department.
Step 6 - Contact each utility to arrange for the termination of utility service.
Step 7 - After the 15-day waiting period, the permit will be issued and mailed.

What To Bring With You:

  1. A check or money order to pay for the permit.  Cash or credit cards are not accepted.
  2. Address of structure(s).
  3. Owner's name, address, and phone number.
  4. Utility letter(s) that request(s) termination of utility services.
  5. Certificate of Appropriateness if in City historic district.
  6. Certificate of Liability Insurance for the demolition job.
  7. Copy of contract with owner.

Regulations

The following regulations apply to the demolition of structures in the City of Pittsburgh.  Be aware that this is a partial list and that other federal, state, and local regulations may apply.

  • The applicant and/or owner is responsible for exterminating rodents and other pests. (Extermination Policy)
  • During the course of demolition and removal, the public right-of-way (sidewalks, adjoining walkways, streets & alleys) must be kept clear of debris and materials at all times.  Citations will be issued for violation of this provision.
  • Prior to the use or obstruction of any public right-of-way by dumpsters, barricades, equipment, material, or scaffolding, a permit must be obtained from the City of Pittsburgh Department of Public Works .
  • All demolition debris must be disposed of at a landfill approved by the Allegheny County Health Department (ACHD).  A listing of approved landfills may be obtained from the ACHD.

Inspection

It is the responsibility of the permit holder to arrange for all required inspections by contacting the appropriate inspector.  The inspector's name and phone number are printed in bold print on the permit.  Required inspections include:

  • Void - a picture must be taken by the inspector before backfilling.
  • Water and Sewer termination - the inspector must inspect the waterline and sewer line to see that it is properly terminated before backfilling.
  • Final inspection.

Extermination Policy:  Rodents & Roaches

Before demolition work is commenced, thorough and efficient measures shall be pursued in order to prevent the migration of rodents and other pests by exterminating them from all structures to be demolished.  The following minimum requirements apply:

  • Employ only experienced exterminators.
  • Display warning signs in conspicuous places.
  • Three days prior to beginning demolition of any building, bait shall be distributed.  No demolition of any nature shall begin before the lapse of three days from the distribution of bait.
  • Methods and materials used for baiting shall meet with the approval of the Environmental Protection Agency (EPA) and shall be used in accordance with the manufacturer's label instructions.

Proof of extermination by an experienced exterminator must be submitted to the Bureau of Building Inspection and verified complete prior to any demolition work.

Private Demolition Requirements

Please be advised that the following requirements are to be applied to all private contracts:

  1. Before demolition begins, you must submit asbestos abatement and demolition/renovation notification to the Allegheny County Health Department as indicated on the form provided (if needed).
  2. A photograph of the void must be taken by the City Inspector.
  3. The lot must be seeded and strawed.  A photograph of the lot must be taken by the City Inspector.
  4. Demolition must be completed within thirty days of the issuance date of the permit as per the Pittsburgh Building Code, Title 10, Sec. 1007.02, Sec. 120.5.2.
  5. A copy of the demolition contract must be included with the application.
  6. A certificate of insurance and workman's compensation must be submitted with the application that shows the address of the job.
  7. Burning and/or brick cleaning is not permitted on the job site.
